Assim é a lei da terra do Tio Sam:
"During rendition of the national anthem when the flag is displayed, all present except those in uniform should stand at attention facing the flag with the right hand over the heart. Men not in uniform should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. – United States Code, Title 36, Chapter 10, Sec. 171"
Então, além de ser uma questão de respeito a um símbolo nacional, há uma determinação legal de como alguém deve se portar durante a execução do Hino Nacional, nos States.
O dever maior de um Presidente, e parte do juramento que faz na posse, é justamente de fazer cumprir a Constituição e as leis, mas parece que nem todo candidato tem isso em mente durante o processo eleitoral:
